John Richardson – Chief Executive at Harborough District Council
John is an experienced local government officer of 30 years who has managed a wide variety of front-line council services from leisure centres, refuse & recycling to economic development & growth.
His strategic role at Harborough District is to support the Council’s corporate governance alongside employment growth, strategic land use, contributing to community development, developing pride in place, supporting Net Zero and climate emergency, rural economy, sustainability and vibrancy of town and village centres.
Rebecca Tomlin - Economic Development Manager at Harborough District Council
Rebecca has expertise in developing, and attracting businesses predominantly in the retail sector, town centre regeneration, talent retention and tourism initiatives across multiple regions in England within the public sector.
She has successfully led the delivery of funding bids and more recently UKSPF and REPF. She was able to secure the first purple flag status for a midland’s region council, which saw the growth of the night-time economy and bought further investment to the area. She has worked with education providers and partners to attract businesses and employment by encouraging young people to reside and work locally.
Rebecca has experience of managing funding programmes, such as start-up business grants, training courses and workshops, grants to grow the local economy through innovation, digitalisation, and greener opportunities. She developed and launched the Invest in Harborough platform which enabled a streamline approach to business support and inward investment for the Harborough District.
